At 10:50 on April 15, 2011, my company commander of the emergency pollution prevention,

 Yantian, Shenzhen Maritime Safety Administration received the Marine Department Telephone 

Orders:Shenzhen Yantian Port Terminal Berth No. 13, a hullis marked as: "CAM CGM 

CHRISTOPHE COLOMB MARSEILLE "ocean shipping, sea fall lifeboat accidents occur,

requiring the company rushed to the scene, laying booms to implement the emergency 

clean up operations around control.

My company commander Luo Wenliang emergency pollution prevention lead earlierwhen officers 

arrived at Yantian port 13, 11:05 berths scene and inspected the scene of the accident as follows:

 a ship sea boat overturned in the accident a test, and saw a light Oil floating sea, about a dozen 

square area.

Luo Wenliang commanders to make emergency arrangements: first, to report to the leadership of

the company; Second, the instruction "Bao Yu 2 ","blue II " emergencyship, bound for Hong Kong
