  • Implementation of Cargo Data Declaration Fee (CDD) for EU imports

  • In connection with the new EU Customs Advanced Manifest Rule we are implementing a Cargo Data Declaration Fee (CDD) of USD 25 per bill of lading for all cargo bound for the EU. This will be effective from 1 January 2011 and applicable to all shipments with final discharge port in all relevant countries implementing EU customs rule.

    This charge covers:

    -    day to day operating and administrative costs
    -    cost of interfacing with customs through 3rd party service providers
    -    fixed IT and admin costs of establishing interface either directly or through 3rd party to customs
    -    handling amendments to the advance manifest (to be reviewed after 4 months)

    Currently this implementation will only be for imports to the EU. We will advise on export manifest requirements once we have more information on implementation.

    Application of CDD:
    If a shipment with final discharge in US is being transshipped via a European port, then the CDD will apply only once while advanced manifest is submitted twice. It is not applicable for shipments moving within the 27 EU member states.

    Amendments to the Advanced Manifest:
    Currently it is covered in the initial CDD charge, as it is not clear how amendments will be handled. We will re-evaluate additional costs due to amendments after 4 months to decide if an additional amendment charge needs to be introduced.
